Regular Meeting of the City Council

Tuesday, December 8, 2015

City Hall, Windmill Village

 

 

 

1.         CALL REGULAR MEETING TO ORDER

 

Mayor McCluskey called the Regular Meeting to order at 6:30 p.m.

 

2.         ROLL CALL AND PLEDGE OF ALLEGIANCE

 

Roll call was taken by the City Clerk as follows:

 

            Councilmember Belleci                           Present

            Councilmember Grassi                           Present

            Councilmember Keel                              Present

            Councilmember Nye                               Present

Staff Present:  City Manager Sugg, City Attorney Victor, Project Engineer Nutter, and City Clerk Genetia.

 

Mayor Pro Tem Figueroa led the Pledge of Allegiance.

 

3.         APPROVAL OF MINUTES

 

MOTION:  By Councilmember Belleci, seconded by Mayor Pro Tem Figueroa, to approve the minutes of August 3, 2015 (Transportation Benefit District Board Meeting) and November 16, 2015 as submitted.

 

The motion carried.

 

4.         APPROVAL OF AGENDA

 

MOTION:  By Councilmember Belleci, seconded by Mayor Pro Tem Figueroa, to approve the agenda.

 

The motion carried.

 

5.         PRESENTATIONS

 

Tacoma-Pierce County Health Department – Dr. Anthony Chen, Director of Health, presented information on the root causes of inequities and factors impacting population health in Pierce County.

 

Citizen Recognition – Mayor McCluskey presented Debbie Klosowski with a proclamation recognizing her leadership, dedication, and contribution to the community which has earned her the high regard of other civic leaders and the affection of numerous area residents.

 

6.         PUBLIC COMMENTS – The following individuals provided comment: David Harrowe, 4616 79th Avenue Court West.

 

7.         COUNCIL COMMENTS/REPORTS – None.

 

8.         CITY MANAGER’S REPORT – City Manager Sugg reminded Council of the annual employee luncheon on Wednesday.  He also remarked on Public Works efforts in preparation for the coming windstorm.

9.         CONSENT AGENDA

 

MOTION:  By Councilmember Belleci, seconded by Councilmember Grassi, to approve the Consent Agenda as follows:

 

A.    Receive and File:  Payroll for the period ending 11/15/15, signed and dated 11/25/15, in the total amount of One Hundred Eighty-Nine Thousand One Hundred Forty-Seven and 58/100 Dollars ($189,147.58); Claims dated 11/30/15, signed 11/25/15, check nos. 51977257 through 51977328, wire transfers 63244750, 40680938, 3594750, 29012500, 24704188, 24507100, 17314351 and 7775625, replacement check no. 51977258 for check no. 51977174, in the total amount of Two Million Five Hundred Ninety-Four Thousand Three Hundred Seventy-Three and 74/100 Dollars ($2,594,373.74).

B.    Receive and File:  2015 Third Quarter Financial Report.

C.    Adopt a resolution expressing the City Council’s strong support for AWC’s “Operation:  Strong Cities” legislative advocacy initiative.  (RESOLUTION NO. 799)

D.    Adopt a resolution establishing the City’s legislative agenda for 2016.  (RESOLUTION NO. 800)

COUNCIL CONSIDERATION

 

10.      BRIDGEPORT WAY LOW IMPACT DEVELOPMENT PROJECT BID AWARD

 

Staff Report   Project Engineer Nutter recommended awarding the bid for the Bridgeport Way West Low Impact Development project to Pivetta Brothers Construction who submitted the lowest responsive, responsible bid of the nine received by the City, in the amount of $1,162,268.00.

 

This project consists of improvements to the south side of Bridgeport Way West from the south city limits to Chambers Creek Road West that will benefit the water quality in Leach Creek by providing low impact development storm water enhancements that include bio retention treatment, vegetated swales and pervious concrete. This project is funded through a $758,000 grant from the Washington State Department of Ecology.  The local match is funded through the City’s Surface Water Management funds. 

 

Public Comment – None.

 

Council ConsiderationMOTION:  By Councilmember Belleci, seconded by Councilmember Grassi, to authorize the City Manager to award the Bridgeport Way West Low Impact Development project to Pivetta Brothers Construction in the amount of $1,162,268.00 and execute all necessary contract documents.

 

The motion carried.

 

11.          MAYOR’S REPORT – Mayor McCluskey presented a year-end review of Council’s undertakings and legislative accomplishments. 

 

EXECUTIVE SESSION – At 7:42 p.m., the City Council adjourned to Executive Session for approximately one and a half hours, per RCW 42.30.110, to review the performance of a public employee.

 

12.      ADJOURNMENT

 

The meeting adjourned at 9:33 p.m.  No other action was taken.
