Regular Meeting of the City Council

Tuesday, January 17, 2017

1.         CALL REGULAR MEETING TO ORDER

 

Mayor Figueroa called the Regular Meeting to order at 6:30 p.m.

 

2.         ROLL CALL

Councilmember Worthington led the Pledge of Allegiance.

 

4.         APPROVAL OF MINUTES

 

MOTION:  By Councilmember Belleci, seconded by Councilmember McCluskey, to approve the minutes of January 3, 2017 as submitted.

 

The motion carried.

 

5.         APPROVAL OF AGENDA

 

MOTION:  By Councilmember Belleci, seconded by Councilmember Grassi, to approve the agenda. 

 

The motion carried.

 

6.         PRESENTATIONS

 

16th Combat Aviation Brigade Update – To be rescheduled at a future meeting.

 

City Manager’s Year-End Report - City Manager Sugg presented a year-end report highlighting the significant achievements that transpired in 2016.

 

7.         PUBLIC COMMENTS – The following individual provided comment:  Jill Peters, 7621 27th Street West.

 

8.         CONSENT AGENDA

 

MOTION:  By Councilmember Belleci, seconded by Councilmember Grassi, to approve the Consent Agenda as follows:

A.    Receive and File:  Payroll for the period ending 12/31/16, dated 01/05/17, in the total amount of Two Hundred Seventy-Five Thousand Eight Hundred Eighty-Nine and 88/100 Dollars ($275,889.88);  Claims dated 01/04/17, check nos. 51979219 through 51979228 in the total amount of One Hundred Twenty-Four Thousand Five Hundred Eighty-Eight and 08/100 Dollars ($124,588.08); Claims dated 01/04/17, check nos. 51979230 through 51979277, wire transfer no. 19679904, in the total amount of Three Hundred Nineteen Thousand Two Hundred Twenty and 07/100 Dollars ($319,220.07); and Claims dated 01/13/17, check nos. 51979278 through 51979289 in the total amount of Twenty-Nine Thousand Nine Hundred Seventy-Seven and 10/100 Dollars ($29,977.10).

B.    Approve the final plat of “Cascade Point,” a 16-lot single family subdivision containing 16 proposed homes located at the 5800 block of 67th Avenue West, and forward to the Mayor for signature.

C.    Authorize the City Manager to approve payment of $48,128.86 for the Eden Systems/Tyler Technologies invoice for financial systems software maintenance and support covering January 1, 2017 through December 31, 2017.

 

The motion carried.

 

9.         COUNCIL COMMENTS/REPORTS

 

Councilmember McCluskey thanked the Public Works crew for their hard work in keeping the City streets in good traveling conditions this winter season.

 

Councilmember Worthington commended the City staff for their role in accomplishing the City’s 2016 achievements.

 

Mayor Pro Tem Keel congratulated City Manager Sugg for the City’s 2016 achievements.

 

Councilmember Belleci informed Council of UP for Arts’ piano donation and the donor reception held last Friday.  She also announced UP for Arts’ first spring concert series in February at the Civic Building atrium.

 

Councilmember Grassi thanked City Manager Sugg for a great year-end report.  He informed Council of UP for Arts’ Volunteer Opportunities Fair on January 19 and encouraged the public to participate.

 

Mayor Figueroa advised Council of Community Connection Place’s ribbon cutting ceremony tomorrow morning.

 

The City Council concluded its business meeting at 7:05 p.m.

 

STUDY SESSION

 

The City Council recessed to study session at 7:10 p.m. after a five-minute break.

 

10.      PLANNING COMMISSION 2017 WORK PLAN

 

Planning and Development Services Director Swindale presented the Planning Commission’s preliminary work plan for 2017. He provided an outline of the Planning Commission’s quarterly tasks comprised of continued work on Resolution 817 (Marijuana Uses); review of a privately-initiated Comprehensive Plan Map amendment for a 72-unit condominium development; a City-initiated rezone of two parcels located at the southwest corner of Bridgeport Way and 54th Street West; a second privately-initiated Zoning Code Text amendment to allow single family uses in the Neighborhood Commercial Zone; review the draft of the University Place Regional Growth  Center Subarea Plan; and work on changing message signs (Resolution No. 819). 

 

Staff was directed to bring forth a resolution to adopt the Planning Commission’s 2017 Work Plan for Council consideration.

 

11.      FLOOD REGULATION AMENDMENTS

 

Planning and Development Services Director Swindale provided an overview of amendments to UMPC Chapters 14.15 (Flood Damage Prevention) and 17.30 (Flood Hazard Areas).  These changes are mandated by the Federal Emergency Management Agency (FEMA) in compliance with the Code of Federal Regulations CFR Title 44, Chapter 59, to meet the condition of continued eligibility in the National Flood Insurance Program.  He indicated that FEMA, which administers the National Flood Insurance Program, provided the City with an update preliminary Flood Insurance Study (FIS) and Flood Insurance Rate Maps (FIRM).  The study and maps identified new base flood elevations. He informed Council that at the beginning of the statutory 90-day appeal period, the City has posted public notification signs on Day Island and Sunset Beach in addition to notifications published with the News Tribune, and an article in the City’s newsletter. Deadline to adopt the FIS and FIRM is March 7, 2017.

 

Staff was directed to bring forth an ordinance adopting the revised flood insurance study to provide consistency with FEMA code regulations.

 

12.      PIANO DONATION

 

City Attorney Victor presented a draft resolution accepting the donation of a grand piano by the UP for Arts group. By way of background information, he referred to a letter addressed to Council from UP for Arts.  He indicated that the donation is unconditional, although UP for Arts has provided the City with a number of items of suggested maintenance for the piano.  He indicated that the City has no information on the costs of owning and maintaining the piano, but will be determined through ownership experience and budget process.  He noted that the Atrium, in which the piano is located, brings certain requirements and limitations based on the condominium agreement between the City and the Pierce County Rural Library District; i.e. it is not available for rental event space nor would the piano be available for rental.  He clarified that by placing the piano in the Atrium, the piano’s use will be limited to events sponsored by the City, the Library, and approved City/Library partners.

 

Council discussed UP for Arts intentions, the appropriate process for the donation, and the cost for maintaining and protecting the piano.

 

Staff was directed to bring forth a resolution to accept the piano donation from UP for Arts for Council consideration, as well as additional information on the maintenance of the piano. 

 

13.      CITY COMMISSIONS – Tabled for the next regular Council meeting.

 

14.     ADJOURNMENT

 

The meeting adjourned at 8:42 p.m.  No other action was taken.
