Mayor Figueroa called the Regular Meeting to order at 6:30 p.m.


2.         ROLL CALL

Councilmember Nye led the Pledge of Allegiance.




Councilmember Belleci requested that Item 12 (City Commissions) be moved ahead of Item 10 of the study session. 


MOTION:  By Councilmember McCluskey, seconded by Councilmember Grassi, to approve the agenda as amended. 


The motion carried.




16th Combat Aviation Brigade ReportCol. William A. Ryan, Commander of the 16th Combat Aviation Brigade, provided Council with an update on the brigade’s full training schedule in preparation for its upcoming deployment to Afghanistan as part of Operation Freedom Sentinel. He invited the Council to the brigade’s color casing ceremony on March 10. Pastor Fay of the Neighborhood Church presented Col. Ryan with bookmarks/prayer card for the soldiers in appreciation for their service.


Seahawks Spirit Contest Winner – Councilmember McCluskey presented a certificate of recognition and token of appreciation to the Sunset Primary School staff, winner of the Seahawks Spirit photo contest.


6.         PUBLIC COMMENTS – The following individual provided comment: David Harrowe, 4616 79th Avenue Court West.




Mayor Pro Tem Keel requested that Item 7B be pulled for separate consideration.

MOTION:  By Councilmember Belleci, seconded by Councilmember Grassi, to approve the amended Consent Agenda as follows:

A.    Receive and File:  Claims dated 02/15/17, check nos. 51979360 through 51979396 (2017 Invoices) in the total amount of Fifty-Five Thousand Two Hundred Forty-One and 99/100 Dollars ($55,241.99); Claims dated 02/15/17, check nos. 51979398 through 51979416 (2017 Invoices#2), wire transfer no. 20025268, in the total amount of Two Hundred Three Thousand Seven Hundred Eighty-One and 44/100 Dollars ($203,781.44); and Claims dated 02/15/17, check nos. 51979397, 51979417 through 51979429 (2016 Invoices), in the total amount of Sixty-One Thousand Three Hundred Sixty-Two and 75/100 Dollars ($61,362.75).

B.    Adopt a resolution approving the Planning Commission’s 2017 Annual Preliminary Work Plan. (Pulled for separate consideration.)

C.    Adopt a resolution revising certain fiscal policies relating to the City’s Contingency Reserve Policy. (RESOLUTION NO. 827)


The motion carried.


Item 7D - MOTION:  By Mayor Pro Tem Keel, seconded by Councilmember Belleci, to adopt a resolution approving the Planning Commission’s 2017 Annual Preliminary Work Plan.


The motion carried.  (RESOLUTION NO. 828)






Staff ReportCity Attorney Victor recommended that the City Council confirm the City Manager’s appointment of Susan Adams as the Municipal Court Judge.  She will succeed Judge Blinn, who has been elected to the Pierce County Superior Court.  He indicated that in conjunction with all the participating cities, a public solicitation was done for this position and received a large number of good candidates.  Upon completion of the interview of the top six finalists, the interview panel recommended that Susan Adams be appointed as the new Municipal Court Judge and be confirmed by the respective City Councils.  Ms. Adams has been a highly regarded Pierce County prosecutor.


The City of University Place contracts with the City of Lakewood for municipal court services, including judicial services.


Public Comment – None.


Council Consideration MOTION:  By Councilmember Belleci, seconded by Mayor Pro Tem Keel, to adopt a resolution confirming the appointment of Susan Adams as the Municipal Court Judge for the City of University Place to fill the unexpired Municipal Court Judge term ending December 31, 2017.


The motion carried.  (RESOLUTION NO. 829)




Councilmember Belleci reminded the community of the following upcoming events: UP for Arts’ concert on February 24, 2017 at 7:00 p.m. and Kiwanis and Lions Club fundraising event at Applebee’s on February 25, 2017, between 8:00 a.m. – 10:00 a.m.  She also reported that she, Councilmember McCluskey and Director Swindale attended the Puget Sound Regional Council general assembly and reported that the City received a Comprehensive Plan gold award for a “Healthy Community” from the Tacoma-Pierce County Health Department.


Mayor Pro Tem Keel reported that the Pierce County Council approved his appointment to the Sound Transit Board.  He stated that his goal is to support the citizens of Pierce County to make sure their voices are heard.  He also reported on his, Mayor Figueroa and Councilmember Belleci’s attendance at AWC’s legislative days in Olympia.   


Mayor Figueroa congratulated Mayor Pro Tem Keel on this appointment and thanked him for his service.

Councilmember Nye invited the community to attend La Crosse season opening tournament this Saturday at Cirque Park.


Councilmember Worthington congratulated Mayor Pro Tem Keel on his appointment to the Sound Transit Board.


The City Council concluded its business meeting at 7:14 p.m. The City Council recessed to study session at 7:19 p.m. after a five-minute break.






This is in continuation of the February 13, 2017 study session that will conclude the voting process on two of the five potential legislative advisory commission structures discussed at the January 3, 2017 study session.  After a brief review and discussion on the two options, the majority of Council opted to retain all four (4) standing legislative policy advisory commissions (Planning, Public Safety, Economic Development, and Parks) largely in their current form, within a new ordinance.


Council also consented to reconfigure the Economic Development Commission to an ad-hoc committee.


Staff was directed to bring forth an ordinance to reflect adoption of this advisory commission structure for Council consideration.




Public Works, Parks & Facilities Director Cooper and Planning & Development Services Director Swindale presented information on the developmental stages of the Chambers Creek Trail project. This project is a joint venture with Pierce County and the City of Lakewood.




Planning and Development Services Director Swindale updated Council on an opportunity to acquire the final piece of property to complete the Leach Creek Canyon Trail project.  He indicated that for over the course of 20 years, the City has been acquiring the control of the properties needed in order to complete a continuous corridor and that this is the last piece of property needed to achieve that.  A survey was done back in 2012 with the intention of purchasing the released portion of the Munson property outlined on the map. Estimated total cost, including survey, appraisal, partial release request, closing cost and taxes is $30,096.00.  This amount has been budgeted and approved by the Parks Commission. 


Council directed staff to prepare a resolution to approve the purchase of the property with a stipulation that the City obtain a written MOU from Pierce County Metro Park District agreeing to approve the trail passing through its property as a condition of purchase.   




The meeting adjourned at 9:00 p.m.  No other action was taken.
