1. CALL REGULAR MEETING TO ORDER
Mayor Pro Tem Belleci called the Regular Meeting to order at 6:30 p.m.

MOTION: By Councilmember McCluskey, seconded by Councilmember Worthington, to excuse the absences of Mayor Keel, Councilmember Figueroa and Councilmember Grassi.
The motion carried.
3. PLEDGE OF ALLEGIANCE
Councilmember McCluskey led Council in the Pledge of Allegiance.
4. APPROVAL OF AGENDA
MOTION: By Councilmember Worthington, seconded by Councilmember McCluskey, to approve the agenda.
The motion carried.
5. PRESENTATIONS
Fireworks Ordinance Overview - Police Chief Premo provided an overview on the new fireworks ordinance, reviewing the types of firework allowed, discharge date and time, who can discharge, and violation penalty for illegal possession and discharge. He also reported on the prioritization of fireworks related calls received by the department.
West Pierce Fire & Rescue 2020 Vision – West Pierce Fire & Rescue Chief Sharp provided information on its vision for the coming year 2020 and the upcoming levies to implement its expanded programs and service goals.
6. PUBLIC COMMENTS – The following individual provided public comment: Dennis Flann, 2623 Lemons Beach Road.
7. CONSENT AGENDA
MOTION: By Councilmember McCluskey, seconded by Councilmember Worthington, to approve the Consent Agenda as follows:
A. Approve the minutes of the May 20, 2019 Council meeting as submitted.
B. Adopt a resolution directing the Public Safety Advisory Commission to review proposed Nuisance Code changes to the City’s Municipal Code. (RESOLUTION NO. 894)
The motion carried.
8. CITY MANAGER & COUNCIL COMMENTS/REPORTS
City Manager Sugg remarked on the new fireworks ordinance and encouraged the public to help minimize service calls by observing the regulations. He also spoke about two programs provided by the City’s Public Safety Department – the Neighborhood Block Watch and the National Night Out. Interested neighborhoods can call Public Safety to sign up.
Councilmember Worthington reported that he attended the entrance audit with the State auditors and cited some areas of audit focus. He also attended the Rainier Communications Commission meeting and shared information on upcoming on-air broadcasting. Additionally, he remarked on the success of the Duck Daze and Vision 2045 campaign, thanking the staff and City ambassadors for their hard work and participation.
Mayor Pro Tem Belleci informed the Council that she will be missing the next Council meeting and stressed the importance of an early notification for absence/unavailability for Council meetings. She reported on her attendance to the following meeting/event: South Sound Alliance; The New Tacoma Cemetery Memorial Day Ceremony as a key-note speaker; Duck Daze; and hosted the Charles Wright Academy 5th grade students for a City Hall tour.
STUDY SESSION
9. 2019-2020 BIENNIAL BUDGET CARRYFORWARD ADJUSTMENT
Finance Director Blaisdell presented the 2019-2020 budget adjustments reflecting the carryforward of funding from 2018 and re-appropriation in 2019. The re-appropriation is comprised primarily of beginning fund balance, LRF balances, new and continuing grant funding and additional funding for final City Hall and Police Department items. Notwithstanding the changes, Director Blaisdell indicated that the City’s financial position overall has not materially changed. She noted that the significant change in Restricted Funds are reflective of carryforwards in revenues and expenditures in Parks CIP, Public Works CIP and Municipal CIP. Director Blaisdell highlighted revenue adjustments in the General Fund and Police/Public Safety, as well as proposed expenditure projection changes in the General Fund and Strategic Reserve. She indicated that the financial forecast has been updated to include all the carryforward adjustments and that all existing services and legal and contractual obligations can be met with existing revenues through the forecast period.
A public hearing on the 2019-2020 biennial budget carryforward will be held on June 17, 2019.
