MINUTES

Regular Meeting of the City Council

Monday, August 5, 2019

City Council Chambers, Market Place West

 

 

 

1.         CALL REGULAR MEETING TO ORDER

 

Mayor Keel called the Regular Meeting to order at 6:30 p.m.

 

2.         ROLL CALL

 

Roll call was taken by the City Clerk as follows:

Staff Present:  City Manager Sugg, City Attorney Kaser, Police Chief Premo, Human Resources Manager Petorak, Public Works, Parks & Facilities Director Cooper, Executive Director/ACM Craig and City Clerk Genetia.  

 

MOTION:  By Mayor Pro Tem Belleci, seconded by Councilmember McCluskey, to excuse the absence of Councilmember Grassi.

 

The motion carried.

 

3.         PLEDGE OF ALLEGIANCE

 

Mayor Keel led Council in the Pledge of Allegiance.

 

4.         APPROVAL OF AGENDA

 

MOTION:  By Mayor Pro Tem Belleci, seconded by Councilmember Figueroa, to approve the agenda.

 

The motion carried.

 

5.     PRESENTATION

 

Pierce County Citizens Advisory Board Report - Rick Maloney presented Council with information on Pierce County Citizens Advisory Board’s 2019 work and recommended projects for the Conservation Futures program.

 

6.         PUBLIC COMMENTS – The following individuals provided public comment: Brenda Hauge; and Steve Thorndill, 7003 53rd Street West.

 

7.         CONSENT AGENDA

 

MOTION:  By Mayor Pro Tem Belleci, seconded by Councilmember McCluskey, to approve the Consent Agenda as follows:

A.   Approve the minutes of the July 15, 2019 Council meeting as submitted.

B.   Receive & File:  Payroll for the period ending 07/31/19 and Claims dated 07/15/19 and 07/31/19.

C.   Approve Amendment #2 to Professional Services Agreement between the City of University Place and Pierce County Security.

The motion carried.

 

8.         CITY MANAGER & COUNCIL COMMENTS/REPORTS

 

City Manager Sugg reported that the Beckwith Consulting Group has completed and will be presenting its draft proposal on the Form-Based Code.  He expounded on the Form-Based Code and its relevance to the City’s development process.   Additionally, he reminded Council of the National Night Out event scheduled for tomorrow.

 

Councilmember Figueroa advised Council of his intent to submit a legislative proposal on funding capital projects.

 

Councilmember Worthington updated Council on the FlashVote campaign and its current count of participants.

 

Councilmember McCluskey offered to co-sponsor Councilmember Figueroa’s proposed legislative proposal.  She reported that she attended the City’s audit exit interview and provided highlights of the audit findings.  Lastly, she reported on the success of the Moonlight Movie at the Park event that she and Mayor Keel attended.

 

Mayor Pro Tem Belleci informed the public of upcoming community events and invited them to attend.  

 

Mayor Keel announced that Sound Transit is looking for volunteers to serve on the Citizen Oversight Panel representing Pierce County and where to apply.  He also provided a highlight of upcoming agenda topics.

 

STUDY SESSION

 

9.         COUNCILMEMBER PRO TEMPORE APPLICATION REQUIREMENTS REVIEW

 

In response to Council’s request, Human Resources Manager Petorak provided Council with the application materials for the appointment of Councilmember Pro Tempore for review and consideration. After discussion, Council consented to proceed with the posting of the position with the following recommended changes on the application materials: (1) to include the salary information; and (2) the duration of the term. 

 

The proposed candidate interview and appointment timeline was reviewed and revised to reflect Council’s review of the applications to take place after the Council business meeting of August 19.

 

10.      ADJOURNMENT

 

The meeting adjourned at 7:42 p.m.  No other action was taken.
