Regular Meeting of the City Council

Monday, April 20, 2020

(Remote Participation)

 

 

 

 

1.           CALL REGULAR MEETING TO ORDER

 

Mayor Belleci called the Regular Meeting to order at 6:30 p.m.

 

2.           ROLL CALL

 

Roll call was taken by the City Clerk as follows:

Staff Present:  City Manager Sugg, Engineering and Capital Projects Director Ecklund, Public Works, Parks & Facilities Director Cooper, City Attorney Kaser, I.T./Communications Manager Seesz, Executive Director/ACM Craig and City Clerk Genetia.

 

3.           PLEDGE OF ALLEGIANCE

 

Councilmember Figueroa led Council in the Pledge of Allegiance.

 

4.           APPROVAL OF AGENDA

 

MOTION:  By Mayor Pro Tem Worthington, seconded by Councilmember Pro Tem Lee, to approve the agenda.

 

The motion carried.

 

5.           PUBLIC COMMENTS – The following individuals provided public comments by e-mail:   Steven Brady; and Cathy Brady.

 

6.           CONSENT AGENDA

 

MOTION:  By Mayor Pro Tem Worthington, seconded by Councilmember Flemming, to approve the Consent Agenda as follows:

A.    Approve the minutes of the March 16, 2020 Council meeting as submitted.

B.    Receive and File:  Payroll for periods ending 03/13/20, 03/30/20 and 04/15/20; and Claims dated 03/13/20.

C.    Receive and File:  Arbor Day Proclamation.

D.    Confirm Emergency Order #2 and Emergency Order #3 issued by the City Manager in response to the COVID-19 Emergency.

E.    Authorize the payment of $53,172.28 for the Rainier Communications Commission invoices for 2020 RCC membership dues covering January 1, 2020 through December 31, 2020.

F.     Authorize the City Manager to execute a Local Agency Agreement with KPFF for survey services, as required for construction of the 67th Avenue Phase I project in the amount not to exceed One Hundred Seventy-Three Thousand Eight Hundred Fifty-Eight Dollars ($173,858.00).

G.    Authorize the City Manager to execute a contract extension with ABM Industrial Group for janitorial services for City facilities in the amount of Sixty-Six Thousand Three Hundred Twelve Dollars ($66,312.00).

 

The motion carried.

 

7.           CITY MANAGER & COUNCIL COMMENTS/REPORTS

 

City Manager Sugg updated Council on Governor Inslee’s Emergency Proclamation 20-25 Stay Home – Stay Healthy issued on March 23, 2020.  He indicated that the initial Order was extended to May 4, 2020 and it is anticipated that the order will be further extended at a later date.

 

Councilmember Keel reported on actions taken by the Association of Washington Cities (AWC) relating to the impact of COVID-19.  He indicated that the AWC Conference has been cancelled but its annual business meeting will be held as scheduled and will be done remotely. Additionally, he updated Council on future realignment plans by Sound Transit. 

 

Councilmember McCluskey thanked the Council and staff for their effort and hard work in putting this remote meeting together.  She encouraged the community to stay on track to flatten the curve by staying home and staying healthy.

 

Councilmember Flemming reiterated Councilmember McCluskey’s comment.  He also recognized the first responders and healthcare providers who are on the frontline and those who are impacted/affected by COVID-19.

 

Mayor Pro Tem Worthington expressed his appreciation for the ability to conduct Council meetings under these circumstances. 

 

Mayor Belleci provided Council with information she gathered from the South Sound Alliance and South Sound Housing Affordability Project meetings she attended remotely over the last week. She commended staff for reviewing the City’s budget and identifying budget cuts to be able to continue City operations. 

 

8.           ADJOURNMENT

 

The meeting adjourned at 6:56 p.m.  No other action was taken.
