Regular Meeting of the City Council

Monday, September 21, 2020

1.         CALL REGULAR MEETING TO ORDER

 

Mayor Belleci called the Regular Meeting to order at 6:30 p.m.

 

2.         ROLL CALL

4.         APPROVAL OF AGENDA

 

MOTION:  By Mayor Pro Tem Worthington, seconded by Councilmember Keel to approve the agenda.

 

The motion carried unanimously.

 

5.         PRESENTATIONS

 

Tacoma Public Utilities 2021-2022 Proposed Rate Adjustment – Tacoma Public Utilities (TPU) Regional Relations Manager LaTasha Wortham provided information on TPU’s proposed 2021-2022 biennial rates.

 

Housing Action Plan Status Report – Planning and Development Services Director Swindale provided a status report on the City’s Housing Action Plan development.

7.         CONSENT AGENDA

 

Councilmember Flemming requested that Item 7E be pulled for separate consideration.

 

MOTION:  By Mayor Pro Tem Worthington, seconded by Councilmember Keel, to approve the amended Consent Agenda as follows:

A.   Approve the minutes of the September 8, 2020 Council meeting as submitted.

B.   Receive and File:  Payroll for period ending 09/15/20; and Claims dated 07/30/20, 08/15/20, 08/31/20 and 09/04/20.

C.   Receive and File:  2020 Second Quarter Financial Report.


D.   Adopt a resolution confirming the appointment of Lisa Mansfield to the position of Municipal Court Judge
      for the City of University Place for a term commencing October 1, 2020. 
(RESOLUTION NO. 930)

E.   Adopt a resolution approving a Memorandum of Understanding between the Cities of University Place and Fircrest regarding representation on the Pierce Transit Board of Commissioners. (PULLED FOR SEPARATE CONSIDERATION).

 

The motion carried unanimously.

 

Item 7E – After clarification on the MOU, a motion was made and was carried to adopt a resolution approving a Memorandum of Understanding between the Cities of University Place and Fircrest regarding representation on the Pierce Transit Board of Commissioners.  (RESOLUTION NO. 931)

 

8.         CITY MANAGER & COUNCIL COMMENTS/REPORTS

 

City Manager Sugg reminded the public of the free COVID-19 testing event tomorrow at the old Windmill Village site from 10:00 a.m. to 3:00 p.m.

 

Mayor Pro Tem Worthington shared that the City of University Place received NATOA recognition awards for three of its UPTV program videos.

 

Mayor Belleci shared the topics discussed at the South Sound Alliance and the Pierce County Regional Council in-district virtual meetings that she attended.

 

STUDY SESSION

 

9.         LARSON LANE DEVELOPMENT AGREEMENT

 

Engineering and Capital Projects Director Ecklund provided a general overview on the proposed Development Agreement for the construction of the 35th Street Court West roadway improvement project.   He explained that in order to complete the project, the City needs to obtain a roadway easement from the Chambers Bay Professional Center property located at 3560 Bridgeport Way West.  The roadway easement that the City needs is located along the drive isle of the Center’s back parking area.  In order to build the street, some of the back parking area would need to be eliminated. He believes that the proposed development agreement addresses the requirements and provides a win-win solution to accommodate the roadway and the parking needs for both the City and the property owner. Director Ecklund explained that the City owns two parcels immediately to the north of the Center and that they are encumbered with non-exclusive parking and access easements.  Under the Development Agreement, Chambers Bay Professional Center would convey the needed roadway, utility, and pedestrian easements to the City for the construction of Larson Lane.  In turn, the City would transfer a portion of the two adjacent City parcels to Chambers Bay Professional Center to accommodate additional parking.  In addition, the City would construct the parking improvement on the conveyed property as depicted in the exhibit included in the packet. He stated that the values of the properties being transferred and work to be performed has been evaluated and determined to be of an equal aggregate value. 

 

Discussion followed regarding the value and benefits of the project; project funding; parking rights; and public roadway easement.

 

10.      ALARM PERMIT PROGRAM

 

As a follow-up to Council’s September 8, 2020 meeting, Police Chief Premo provided information on the number and type of alarm calls, the number of false alarm frequencies, the number of appeals, and the calculation for the actual operational cost per call for service.  Chief Premo also answered questions that were previously raised by Council.  The department of Public Safety recommended the proposed changes to its fee schedule - $40 annual permit fee and $100 per false alarm response. The projected income for this new alarm permit program will go to the public safety fund to support the cost of the alarm permit system, officer response, and additional public safety initiatives.

  

11.      FORM-BASED CODE

 

Planning and Development Services Director Swindale provided an introduction and overview on the proposed zoning code amendments to implement the Regional Growth Center Subarea Plan adopted by the City Council on November 20, 2017.  He indicated that following its adoption and designation, the City began implementing the action strategy of the Subarea Plan.  The action strategy includes amending the Comprehensive Plan and Zoning Code for consistency with the Subarea Plan and adopting a Form-Based Code for the Regional Growth Center (RGC).  Director Swindale updated Council on the work that staff and the Planning Commission have completed on the Zoning Code amendments and Form-Based Code (FBC).  He reviewed and discussed the proposed code revisions to various chapters of UPMC Title 19 and a new Title 19.54 (Form-Based Code).  The proposed amendments will replace the existing Town Center (TC), Community Commercial (CC) and Light Industrial-Business Park (LI-BP) zones with the new FBC zone classifications and consolidate design standards currently associated with the Mixed-Use, TC and CC zones and the Mixed-Use Incentive Zone Overlay.  He indicated that because the FBC will only apply within the Regional Growth Center, zoning provisions pertaining to the R1, R2, MF-L, MF-H, POS, MU MU-O, MU-M and NC zones outside the RGC will remain unchanged; and that some Chapters in Title 19 will apply in all zones, including the Authority, Definitions, and Enforcement chapters. Combining multiple Comprehensive Plan land use designations into one mixed-use designation achieves the City Council’s goal to include broad categories of land use designations within which several zoning districts could be located.

 

The discussion on the Form-Based Code will continue at a date to be determined.
