ORDINANCE NO. 624
AN ORDINANCE OF THE CITY OF UNIVERSITY PLACE WASHINGTON, AMENDING UPMC 15.05 – PARK CODE TO ALLOW LIMITED OVERNIGHT CAMPING IN CITY PARKS AS AN ELEMENT OF CERTAIN PERMITTED SPECIAL EVENTS
WHEREAS, the City Council of the City of University Place desires to provide for limited overnight camping in City parks as an element of certain permitted special events.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Code Amendment. University Place Municipal Code (UPMC) Section 15.05.060, Subsection E. 3. is hereby amended to read as follows:
E. Recreational Activities.
3. Camping. No person shall camp in the open, or in tents, shacks, or any other temporary shelter, nor shall any person leave any movable structure or special vehicle to be used or that could be used for such purpose, such as a house trailer or camp trailer. Provided that camping as a component activity of a properly permitted special event sponsored and organized or supported by the City, or sponsored and organized by a federally certified non-profit youth education organization may be allowed for not more than 48 hours. Further provided that this provision does not apply to Temporary Tent Encampments as those are elsewhere defined and regulated in this code.
Section 2. Severability. If any section, subsection, paragraph, sentence, clause, or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation.
Section 3. Published and Effective Date. A summary of this ordinance consisting of its title shall be published in the official Newspaper of the City. This ordinance shall take effect five days after publication.
