RESOLUTION NO. 712

 

A RESOLUTION OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, DESIGNATING THE TOWN CENTER OVERLAY ZONE URBAN CENTER AS A RESIDENTIAL TARGETED AREA FOR MULTI-FAMILY PROPERTY TAX EXEMPTION

 

 

WHEREAS, State law authorizes cities to enact multi-family housing property tax incentive programs by designating residential targeted areas within urban centers to improve the sufficiency, availability, desirability, and convenience of residential housing to meet the needs of the public; and

 

            WHEREAS, the Town Center Overlay Zone is an urban center; and

 

             WHEREAS, the City has reviewed the sufficiency, availability, desirability, and convenience of residential housing within University Place, including affordable housing, to meet the needs of the public, if such affordable, desirable, attractive, and livable places to live were available; and

 

            WHEREAS, enacting a multi-family housing property tax incentive program within the Town Center Overlay Zone urban center will increase and improve residential opportunities within that urban center which will achieve purposes for which the multi-family housing property tax incentive program is authorized by State law; and

 

            WHEREAS, the City Council has held a public hearing regarding designating the Town Center Overlay Zone as a Residential Targeted Area for purposes of application of a multi-family property tax exemption program;

 

            NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON:

 

            1. The City Council conducted a public hearing on March 4, 2013, to take public testimony and consider the designation of the Town Center Overlay Zone as a residential targeted area for application of a multi-family housing property tax incentive program.

 

            2. The City council finds that it in the best interests of the City to designate the Town Center Overlay Zone as a residential targeted area for application of a multi-family housing property tax incentive program.

 

            3. This Resolution shall be effective immediately upon adoption by the City Council.

 

            ADOPTED BY THE CITY COUNCIL MARCH 4, 2013.
