RESOLUTION NO. 830
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, AUTHORIZING THE PURCHASE OF REAL PROPERTY IN THE AMOUNT OF $20,000 FROM BRIAN MUNSON AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS INCLUDING ASSOCIATED CLOSING COSTS
WHEREAS, in 1996 during City Visioning, citizens indicated a desire to build a pedestrian trail along Leach Creek; and
WHEREAS, the 1997, 2007 and 2014 University Place Park Recreation and Open Space Plans identify a pedestrian trail along the Leach Creek corridor as a priority, and
WHEREAS, the 2014 University Place Park Recreation and Open Space Plan states “Establishing a Chambers – Leach Creek trail corridor by acquiring properties and/or trail easements and building a trail will open much of the available natural areas in the city and provide the trail deficit”, and,
WHEREAS, the 2014 University Place Park Recreation and Open Space Plans Policy 9.5 directs the City to acquire and develop parks and trails with public funds, shared use of transportation right-of-ways, and dedications from large residential and commercial developments ; and
WHEREAS, since 1996 the City has acquired properties and trail easements along the Leach Creek Corridor, using city funds, state grants, and trail dedications from large residential developments, and
WHEREAS, the City’s Comprehensive Plan Policy PRO1H directs the City to develop trails along its creeks that connect to parks, open space and other trails, and specifically identifies the Leach Creek Trail as an example, and
WHEREAS, acquisition of the Munson property will complete the City’s control of the Leach Creek Trail corridor, with the exception of the segment which passes through Metro Parks of Tacoma property allowing trail construction to begin, and
WHEREAS, Metro Parks of Tacoma has agreed to work with the City to locate the necessary trail route through their property, and
WHEREAS, acquisition of properties along Leach Creek helps implement the City’s Comprehensive Storm Water Management Plan’s Project 14 which recommends the City acquire buffer easements along Leach Creek to preserve city setbacks from the creek and provide access to the creek for maintenance and enhancement efforts, and
WHEREAS, development of the Leach Creek Trail is included in the 2015-2016 and 2017-2018 City Council Goals;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, AS FOLLOWS:
Section 1. Munson Property Acquisition. The City Council of the City of University Place authorizes the purchase of that portion of the Munson property described in Exhibit A and highlighted in Exhibit B for $20,000 and authorizes the City Manager to execute all necessary documents and to pay associated closing costs.
Section 2. Effective Date. This Resolution shall take effect immediately upon its adoption.
