RESOLUTION NO. 851
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, ADOPTING THE 2018 PLANNING COMMISSION PRELIMINARY WORK PLAN
WHEREAS, the City Council established and appointed the Planning Commission to advise the City Council on the following topics: growth management; general land use and transportation planning; long range capital improvement plans; and other matters as directed by the City Council; and
WHEREAS, the Planning Commission is charged with reviewing and holding hearings on proposed development regulations for the City and making recommendations to the City Council on amendments to those regulations; and
WHEREAS, the Revised Code of Washington 36.70A.040 requires the City to adopt development regulations which are consistent with and implement the Comprehensive Plan; and
WHEREAS, in accordance with Council Rules, directives to the City’s Commissions including the Planning Commission are to be in the form of a City Council Resolution; and
WHEREAS, each year the City Council adopts an Annual Preliminary Planning Commission Work Plan directing the Planning Commission to review and recommend plan and development regulation amendments; and
WHEREAS, Council Resolution 848 directs the Planning Commission to provide recommendations regarding the drive-through and drive-up standards and Community Commercial Zone Design Standards to allow relief from the requirements that prohibit drive-throughs between buildings adjacent to streets, and from the design standards that require that new or redeveloped buildings be oriented and built to the sidewalk in circumstances where there is significant grade difference; and
WHEREAS, the University Place Regional Growth Center (RGC) Subarea Plan and Council Resolution 791 require the amendments of the comprehensive plan and zoning code to implement the subarea plan and reduce the number of plan designations and align multiple zones under some of these designations; and
WHEREAS, the expanding use of small cell telecommunication dictates the City to re-examine the telecommunication provisions in Title 23; and
WHEREAS, the State Shoreline Management Act mandates the City to update its Shoreline Master Program by June 2019 to address amendments made to the Shoreline Management Act and Administrative Rules;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, AS FOLLOWS:
Section 1. Adoption of the 2018 Annual Preliminary Planning Commission Work Plan. The City Council directs the Planning Commission to review and make recommendations regarding those items listed in the 2018 Annual Preliminary Planning Commission Work Plan attached hereto as Exhibit A.
Section 2. Effective Date. This Resolution shall take effect immediately upon its adoption.
