RESOLUTION NO. 854
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, OPPOSING HOUSE BILL 2880 AND SENATE BILL 6487, REGARDING ANNEXATION WITHOUT PROPER APPROVAL FROM THE LOCAL GOVERNING BODY OR ITS RESIDENTS
WHEREAS, House Bill 2880 and Senate Bill 6487 were submitted in the 2018 Regular Session and is concerning the redevelopment of an area overlapping the boundary between two adjacent cities; and
WHEREAS, House Bill 2880 and Senate Bill 6487 amends RCW 35.10.217 by adding subsection (4), which creates a provision that allows property to be annexed from one city or town to another city or town without approval from the legislative body of the city or town from which the territory would be taken.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY PLACE, WASHINGTON, AS FOLLOWS:
Section 1. The City of University Place opposes House Bill 2880, Senate Bill 6487 and any subsequent proposals like these that take away a municipality's ability to self-govern and maintain local authority.
Section 2. The City of University Place opposes these amendments because they establish a precedent that would permit resolving a development dispute through legislative means instead of following established administrative or judicial procedures.
Section3. The City of University Place opposes, further, the attempt of a larger city to annex portions of a smaller city by legislative means only for development purposes, and without the consent of the smaller city's governing board or its residents.
Section 4. This Resolution shall take effect immediately upon its adoption.
